The Raiders' coaching staff has established veteran Kirk Cousins as the clear Week 1 starter through consistent first-team reps in training camp and repeated public confirmation from head coach Klint Kubiak. Cousins signed in the offseason specifically to handle early-season duties while the No. 1 overall pick, Fernando Mendoza, develops behind him, aligning with the team's long-stated preference to avoid starting a rookie immediately. Depth-chart listings and practice reports reinforce this hierarchy over backup Aidan O'Connell. Trader consensus at 90 percent reflects the absence of any camp developments shifting the plan. An injury to Cousins or a dramatic late surge by Mendoza during remaining preseason work represent the primary scenarios that could still alter the outcome before opening weekend.
