Therese Terlaje leads the Guam gubernatorial market at 68.5% implied probability because she secured the Democratic nomination in the August 1 primary with 47.8% of the vote, edging out Lt. Gov. Joshua Tenorio in a territory where Democrats have held the governorship for multiple cycles. Vicente Ada, who captured the Republican primary with 60.5%, trails at 31.5% amid Guam’s partisan alignment and the absence of an incumbent. A late-August candidate forum highlighted shared priorities on economic development, childcare costs, and healthcare, but produced no major shifts. With the November 3 general election still two months away, trader consensus reflects historical voting patterns and the nominees’ established legislative records rather than late-breaking events.
