The 2026 House midterm turnout market clusters tightly around 115-125 million votes because historical midterm participation rates and current conditions point to moderate engagement without extreme mobilization. Democrats hold a national generic ballot edge and show stronger special-election enthusiasm, while Republican base turnout faces typical off-year headwinds. Primary participation through mid-2026 has varied by state, with some exceeding recent benchmarks, yet overall registration and early voting trends remain steady. Redistricting battles and competitive districts could boost local turnout, but economic conditions, campaign spending, and get-out-the-vote operations by both parties represent the main variables that could push totals higher or lower before November.
